Năm học 2020-2021 đánh dấu việc học sinh mầm non và THCS ở TP Hải Phòng chính thức được miễn 100% học phí theo nghị quyết được HĐND TP này thông qua cuối năm 2019. Nhưng năm nay ảnh hưởng của dịch COVID-19 n&ecirc;n c&ocirc;ng việc bấp b&ecirc;nh.<\/p>\n\n&quot;T&ocirc;i đang nghỉ thai sản. Chồng mới đi l&agrave;m trở lại được ba th&aacute;ng nay. Trước đ&oacute; c&ocirc;ng ty kh&oacute; khăn phải cắt giảm lao động. Khi biết th&ocirc;ng tin TP miễn học ph&iacute;, ch&uacute;ng t&ocirc;i rất mừng. D&ugrave; khoản tiền được miễn hằng th&aacute;ng kh&ocirc;ng lớn nhưng gi&uacute;p gia đ&igrave;nh tiết kiệm để lo th&ecirc;m sinh hoạt hằng ng&agrave;y&quot; - chị Thảo chia sẻ.<\/p>\n\nTrước đ&oacute;, cuối năm 2019, ch&iacute;nh s&aacute;ch hỗ trợ 100% học ph&iacute; cho học sinh c&aacute;c cấp tr&ecirc;n địa b&agrave;n được th&ocirc;ng qua tại kỳ họp thứ 11 HĐND TP Hải Ph&ograve;ng kh&oacute;a XV.&nbsp;<\/p>\n\nCụ thể, học sinh c&oacute; hộ khẩu, đăng k&yacute; tạm tr&uacute; hoặc c&oacute; x&aacute;c nhận của c&ocirc;ng an sinh sống thực tế tại Hải Ph&ograve;ng đều được miễn học ph&iacute;. Việc hỗ trợ theo số th&aacute;ng thực học tại trường, tối đa kh&ocirc;ng qu&aacute; 12 th&aacute;ng\/năm học với trẻ mầm non v&agrave; kh&ocirc;ng qu&aacute; 9 th&aacute;ng\/năm học với THCS, THPT v&agrave; gi&aacute;o dục thường xuy&ecirc;n.&nbsp;<\/p>\n\nĐ&acirc;y l&agrave; mức hỗ trợ tất cả gia đ&igrave;nh c&oacute; con em trong độ tuổi đi học. Trong đ&oacute; đối tượng được thụ hưởng mức hỗ trợ cao nhất l&agrave; trẻ mầm non với hơn 200.000 đồng\/th&aacute;ng v&agrave; số th&aacute;ng hỗ trợ l&agrave; 12 th&aacute;ng trong năm.<\/p>\n\nT&aacute;c động rất lớn đến ng&agrave;nh gi&aacute;o dục<\/p>\n\nThống k&ecirc; sơ bộ của Sở GD-ĐT TP Hải Ph&ograve;ng, trong năm học 2020-2021, khối mầm non c&oacute; 96.449 học sinh v&agrave; khối THCS c&oacute; 125.159 học sinh. Ng&acirc;n s&aacute;ch TP hỗ trợ miễn học ph&iacute; l&agrave; hơn 226 tỉ đồng. &Ocirc;ng Đỗ Văn Lợi - ph&oacute; gi&aacute;m đốc Sở GD-ĐT Hải Ph&ograve;ng - đ&aacute;nh gi&aacute; việc hỗ trợ 100% học ph&iacute; cho c&aacute;c cấp học c&oacute; t&aacute;c động rất lớn đến ng&agrave;nh gi&aacute;o dục TP.<\/p>\n\nTrước hết, đội ngũ c&aacute;n bộ quản l&yacute;, gi&aacute;o vi&ecirc;n cảm thấy c&oacute; tr&aacute;ch nhiệm hơn trước sự quan t&acirc;m của l&atilde;nh đạo TP v&agrave; tr&aacute;ch nhiệm hơn trong quản l&yacute;, giảng dạy học sinh. B&ecirc;n cạnh đ&oacute;, chủ trương của TP cũng t&aacute;c động tới từng gia đ&igrave;nh c&oacute; con em đi học.&nbsp;<\/p>\n\nNgo&agrave;i việc giảm bớt chi ti&ecirc;u c&ograve;n gi&uacute;p họ tr&aacute;ch nhiệm hơn trong việc đ&ocirc;n đốc con em m&igrave;nh học tập. &quot;Nghị quyết hỗ trợ 100% học ph&iacute; của TP gi&uacute;p giải quyết tốt chủ trương kh&ocirc;ng để học sinh n&agrave;o bị bỏ lại ph&iacute;a sau, kh&ocirc;ng học sinh n&agrave;o phải bỏ học&quot; - &ocirc;ng Lợi chia sẻ.<\/p>\n\nN&oacute;i về kh&oacute; khăn trong triển khai ch&iacute;nh s&aacute;ch n&agrave;y, theo đ&aacute;nh gi&aacute; của một số c&aacute;n bộ gi&aacute;o dục, hỗ trợ học ph&iacute; cho trẻ mầm non kh&oacute; hơn bậc học kh&aacute;c. Người khuyết tật cũng cần được h&ograve;a nhập cộng đồng v&agrave; được hưởng những quyền lợi về chăm s&oacute;c sức khỏe v&agrave; c&aacute;c quyền lợi kh&aacute;c.<\/p>\n\nTừ năm 2018, Bộ Y tế đ&atilde; giao Cục Quản l&yacute; kh&aacute;m, chữa bệnh l&agrave;m đầu mối phối hợp c&aacute;c đơn vị li&ecirc;n quan triển khai dự &aacute;n &ldquo;Chăm s&oacute;c sức khỏe v&agrave; phục hồi chức năng đối với nạn nh&acirc;n chất độc h&oacute;a học\/dioxin giai đoạn 2018 - 2021&rdquo; tại 11 tỉnh.<\/p>\n\nMục ti&ecirc;u ch&iacute;nh của dự &aacute;n l&agrave; cải thiện sức khỏe v&agrave; chất lượng cuộc sống, gi&uacute;p nạn nh&acirc;n chất độc h&oacute;a học\/dioxin v&agrave; người khuyết tật h&ograve;a nhập cộng đồng th&ocirc;ng qua c&aacute;c biện ph&aacute;p ph&aacute;t hiện sớm, can thiệp sớm c&aacute;c vấn đề sức khỏe v&agrave; khuyết tật, n&acirc;ng cao năng lực v&agrave; ph&aacute;t triển mạng lưới chăm s&oacute;c sức khỏe v&agrave; phục hồi chức năng cho nạn nh&acirc;n v&agrave; người khuyết tật tại cơ sở y tế v&agrave; cộng đồng; nạn nh&acirc;n, người khuyết tật v&agrave; gia đ&igrave;nh được tiếp cận với c&aacute;c dịch vụ tư vấn, hướng dẫn về phục hồi chức năng v&agrave; được hỗ trợ tổng thể, theo nhu cầu...<\/p>\n\nTại c&aacute;c cơ sở y tế, nạn nh&acirc;n được s&agrave;ng lọc định kỳ nhằm ph&aacute;t hiện sớm c&aacute;c vấn đề về sức khỏe v&agrave; được tiếp cận c&aacute;c dịch vụ kh&aacute;m, chữa bệnh, điều dưỡng, phục hồi chức năng, tiếp cận dụng cụ trợ gi&uacute;p c&oacute; chất lượng v&agrave; được hỗ trợ tổng thể, theo nhu cầu cần can thiệp về y tế.<\/p>\n\nTại mỗi tỉnh triển khai dự &aacute;n đều tổ chức đo&agrave;n kh&aacute;m chuy&ecirc;n khoa để s&agrave;ng lọc định kỳ nhằm ph&aacute;t hiện sớm c&aacute;c vấn đề về sức khỏe, lập hồ sơ quản l&yacute; sức khỏe cho c&aacute;c nạn nh&acirc;n. Những người c&oacute; c&aacute;c vấn đề sức khỏe đều được đưa cung cấp dịch vụ kh&aacute;m, chữa bệnh, phẫu thuật, phục hồi chức năng (mỗi tỉnh hỗ trợ khoảng 30 nạn nh&acirc;n, người khuyết tật được phẫu thuật chỉnh h&igrave;nh).<\/p>\n\nB&ecirc;n cạnh cung cấp dịch vụ chăm s&oacute;c sức khỏe, phục hồi chức năng tại cơ sở y tế, dự &aacute;n cũng tập huấn hướng dẫn, chuyển giao kiến thức cho nạn nh&acirc;n v&agrave; th&agrave;nh vi&ecirc;n gia đ&igrave;nh nạn nh&acirc;n về kỹ năng ph&aacute;t hiện sớm c&aacute;c vấn đề về sức khỏe, kỹ năng chăm s&oacute;c, phục hồi chức năng tại nh&agrave;.<\/p>\n\nTại mỗi tỉnh chọn hai huyện, mỗi huyện chọn nạn nh&acirc;n của tất cả c&aacute;c x&atilde; để được c&aacute;c cơ sở y tế chuy&ecirc;n về phục hồi chức năng tập huấn, hướng dẫn. Căn cứ danh s&aacute;ch nạn nh&acirc;n đ&atilde; được khảo s&aacute;t cũng như sau khi được kh&aacute;m s&agrave;ng lọc; căn cứ thực trạng bệnh tật, chỉ định chăm s&oacute;c v&agrave; nhu cầu chăm s&oacute;c phục hồi chức năng tại nh&agrave; để thực hiện tập huấn.<\/p>\n\nNgười nh&agrave; v&agrave; cộng t&aacute;c vi&ecirc;n hỗ trợ thực hiện hướng dẫn c&aacute;c biện ph&aacute;p chăm s&oacute;c sức khỏe, ph&ograve;ng ngừa khuyết tật đối với nạn nh&acirc;n; x&acirc;y dựng phương ph&aacute;p dinh dưỡng ph&ugrave; hợp, phương ph&aacute;p vệ sinh, giữ g&igrave;n th&acirc;n nhiệt theo thời tiết; sử dụng c&aacute;c kỹ thuật phục hồi chức năng đơn giản tại nh&agrave;; hướng dẫn sử dụng dụng cụ trợ gi&uacute;p hoặc l&agrave;m c&aacute;c dụng cụ hỗ trợ đơn giản tại nh&agrave;; sử dụng thuốc an to&agrave;n theo hướng dẫn của b&aacute;c sĩ&hellip;<\/p>\n\nKhi c&oacute; vấn đề về sức khỏe, cần được sơ cứu tại chỗ, gia đ&igrave;nh biết c&aacute;ch li&ecirc;n hệ v&agrave; chuyển nạn nh&acirc;n đến cơ sở y tế để được can thiệp. Cải thiện m&ocirc;i trường sống để nạn nh&acirc;n dễ d&agrave;ng tiếp cận (nh&agrave; bếp, nh&agrave; vệ sinh, buồng ngủ, lối đi lại quanh nh&agrave;&hellip;); gi&uacute;p nạn nh&acirc;n c&ugrave;ng tham gia c&aacute;c đợt vui chơi, giải tr&iacute;, văn h&oacute;a, thể thao, mua sắm.<\/p>\n\nTại 11 tỉnh trong v&ugrave;ng dự &aacute;n, hệ thống quản l&yacute; người khuyết tật được ho&agrave;n thiện v&agrave; đi v&agrave;o hoạt động bao gồm cả ph&aacute;t hiện, quản l&yacute; hồ sơ, điều phối dịch vụ ph&ugrave; hợp cho người khuyết tật tại cộng đồng. Về x&acirc;y dựng đội ngũ gi&aacute;o vi&ecirc;n phổ th&ocirc;ng tại khoản b C&aacute;c trường phổ th&ocirc;ng c&ocirc;ng lập c&ograve;n thiếu bi&ecirc;n chế được x&eacute;t tuyển kh&ocirc;ng phải qua thi tuyển c&ocirc;ng chức đối với những sinh vi&ecirc;n đ&atilde; tốt nghiệp loại giỏi, xuất sắc c&oacute; ng&agrave;nh đ&agrave;o tạo ph&ugrave; hợp để l&agrave;m gi&aacute;o vi&ecirc;n.<\/p>\n\nTrường c&ocirc;ng lập ở v&ugrave;ng c&oacute; điều kiện kinh tế - x&atilde; hội đặc biệt kh&oacute; khăn, miền n&uacute;i, hải đảo, v&ugrave;ng s&acirc;u, v&ugrave;ng xa c&ograve;n thiếu gi&aacute;o vi&ecirc;n nhưng nguồn tuyển kh&ocirc;ng đủ, trước mắt được ph&eacute;p x&eacute;t tuyển v&agrave;o bi&ecirc;n chế kh&ocirc;ng qua thi tuyển c&ocirc;ng chức đối với những người đủ ti&ecirc;u chuẩn quy định tại Điều 61, Điều 67 của Luật Gi&aacute;o dục.<\/p>\n\nTức l&agrave; kể từ th&aacute;ng 8 năm 2001, Ch&iacute;nh phủ cho ph&eacute;p tuyển dụng gi&aacute;o vi&ecirc;n kh&ocirc;ng qua thi tuyển đối với sinh vi&ecirc;n tốt nghiệp loại giỏi, xuất sắc, v&agrave; ở v&ugrave;ng kinh tế x&atilde; hội đặc biệt kh&oacute; khăn.<\/p>\n\nTiếp đến, ng&agrave;y 29 th&aacute;ng 4 năm 2002 Bộ Gi&aacute;o dục v&agrave; Đ&agrave;o tạo v&agrave; Ban Tổ chức - C&aacute;n bộ Ch&iacute;nh phủ ban h&agrave;nh th&ocirc;ng tư Số: 24\/2002\/TTLT-BGD&amp;ĐT-BTCCBCP về hướng dẫn việc x&eacute;t tuyển dụng c&ocirc;ng chức gi&aacute;o vi&ecirc;n phổ th&ocirc;ng, mầm non bổ sung c&aacute;c trường hợp x&eacute;t tuyển gi&aacute;o vi&ecirc;n như sau:<\/p>\n\nC&aacute;c trường phổ th&ocirc;ng c&ocirc;ng lập c&ograve;n thiếu bi&ecirc;n chế được x&eacute;t tuyển kh&ocirc;ng phải qua thi tuyển c&ocirc;ng chức đối với những người dự tuyển c&oacute; bằng tốt nghiệp đạt loại giỏi, xuất sắc của ng&agrave;nh đ&agrave;o tạo ph&ugrave; hợp với vị tr&iacute; giảng dạy.<\/p>\n\nTrường c&ocirc;ng lập ở v&ugrave;ng c&oacute; điều kiện kinh tế - x&atilde; hội đặc biệt kh&oacute; khăn, miền n&uacute;i, hải đảo, v&ugrave;ng s&acirc;u, v&ugrave;ng xa c&ograve;n thiếu gi&aacute;o vi&ecirc;n nhưng nguồn tuyển kh&ocirc;ng đủ được x&eacute;t tuyển v&agrave;o bi&ecirc;n chế kh&ocirc;ng qua thi tuyển c&ocirc;ng chức đối với những người đủ ti&ecirc;u chuẩn quy định tại Điều 61, Điều 67 của Luật Gi&aacute;o dục.<\/p>\n\nSau khi thực hiện x&eacute;t tuyển c&aacute;c đối tượng v&agrave; địa b&agrave;n tr&ecirc;n, nếu c&ograve;n chỉ ti&ecirc;u bi&ecirc;n chế v&agrave; c&oacute; nguồn dự tuyển, Chủ tịch Uỷ ban nh&acirc;n d&acirc;n tỉnh quyết định việc tuyển dụng gi&aacute;o vi&ecirc;n phổ th&ocirc;ng, mầm non theo h&igrave;nh thức thi tuyển hoặc x&eacute;t tuyển cho ph&ugrave; hợp.<\/p>\n\nNhư vậy, ngo&agrave;i việc x&eacute;t tuyển c&aacute;c trường hợp như Chỉ thị 18 của Ch&iacute;nh phủ, Bộ Nội vụ cho ph&eacute;p Chủ tịch tỉnh (Chủ tịch hội đồng tuyển dụng của tỉnh) căn cứ t&igrave;nh h&igrave;nh thực tế của đơn vị nếu thiếu bi&ecirc;n chế c&oacute; thể cho thi tuyển hoặc x&eacute;t tuyển (tuyển dụng kh&ocirc;ng qua thi tuyển).<\/p>\n\nT&oacute;m lại giai đoạn th&aacute;ng 12\/1998 đến th&aacute;ng 7\/2001 l&agrave; thi tuyển; giai đoạn th&aacute;ng 8\/2001 đến th&aacute;ng 4\/2002 l&agrave; thi tuyển hoặc x&eacute;t tuyển sinh vi&ecirc;n giỏi, xuất sắc, nơi tuyển dụng thuộc v&ugrave;ng kh&oacute; khăn; từ th&aacute;ng 5\/2002 đến th&aacute;ng 10\/2003 l&agrave; thi tuyển hoặc x&eacute;t tuyển sinh vi&ecirc;n giỏi, xuất sắc, nơi tuyển dụng thuộc v&ugrave;ng kh&oacute; khăn v&agrave; c&aacute;c trường thiếu gi&aacute;o vi&ecirc;n theo chỉ ti&ecirc;u, được xếp theo thứ tự ưu ti&ecirc;n v&agrave; điểm từ cao đến thấp.<\/p>\n\nGiai đoạn 2: Từ 29\/10\/2003 đến 02\/06\/2012<\/p>\n\nThực hiện theo Nghị định Số: 116\/2003\/NĐ-CP về việc tuyển dụng, sử dụng v&agrave; quản l&yacute; c&aacute;n bộ, c&ocirc;ng chức trong c&aacute;c đơn vị sự nghiệp của nh&agrave; nước theo đ&oacute;:<\/p>\n\nVề ti&ecirc;u chuẩn c&oacute; đủ văn bằng, chứng chỉ chuy&ecirc;n m&ocirc;n của ngạch dự tuyển.<\/p>\n\nVề h&igrave;nh thức thi tuyển hay x&eacute;t tuyển: Thi tuyển hoặc x&eacute;t tuyển k&egrave;m phỏng vấn<\/p>\n\nĐối với việc tuyển dụng bằng h&igrave;nh thức thi tuyển: Những người tham gia dự thi tuyển đều phải thi th&ocirc;ng qua 2 h&igrave;nh thức bắt buộc l&agrave; thi viết v&agrave; thi vấn đ&aacute;p hoặc trắc nghiệm hoặc thực h&agrave;nh. Nội dung thi l&agrave; chuy&ecirc;n m&ocirc;n nghiệp vụ của ngạch dự thi.<\/p>\n\nĐối với c&aacute;c ng&agrave;nh nghệ thuật, thể dục thể thao v&agrave; c&aacute;c ng&agrave;nh đặc th&ugrave; khi tuyển kh&ocirc;ng thực hiện theo h&igrave;nh thức n&ecirc;u tr&ecirc;n m&agrave; thi về năng khiếu v&agrave; c&aacute;c nội dung kh&aacute;c theo quy định của cơ quan quản l&yacute; ngạch vi&ecirc;n chức chuy&ecirc;n ng&agrave;nh.<\/p>\n\nĐối với việc tuyển dụng bằng h&igrave;nh thức x&eacute;t tuyển: Hội đồng tuyển dụng căn cứ y&ecirc;u cầu, ti&ecirc;u chuẩn, điều kiện tuyển dụng, thứ tự ưu ti&ecirc;n để x&eacute;t tuyển th&ocirc;ng qua hồ sơ v&agrave; phỏng vấn từng người dự tuyển.<\/p>\n\nTrường hợp nhiều người c&oacute; ti&ecirc;u chuẩn v&agrave; điều kiện bằng nhau ở chỉ ti&ecirc;u tuyển dụng cuối c&ugrave;ng của kỳ x&eacute;t tuyển th&igrave; Hội đồng x&eacute;t tuyển căn cứ v&agrave;o y&ecirc;u cầu cụ thể của ngạch tuyển dụng quyết định bổ sung th&ecirc;m điều kiện x&eacute;t để x&aacute;c định người tr&uacute;ng tuyển.<\/p>\n\nGiai đoạn từ th&aacute;ng 6\/2012 đến th&aacute;ng 9\/2020<\/p>\n\nThực hiện theo Nghị định Số: 29\/2012\/NĐ-CP về tuyển dụng, sử dụng v&agrave; quản l&yacute; vi&ecirc;n chức (hết hiệu lực 29\/9\/2020)<\/p>\n\nĐiều kiện: Đảm bảo c&aacute;c ti&ecirc;u chuẩn, chứng chỉ theo quy định<\/p>\n\nH&igrave;nh thức thi:<\/p>\n\nThi tuyển: người dự thi tuyển vi&ecirc;n chức phải thực hiện c&aacute;c b&agrave;i thi sau: Thi kiến thức chung v&agrave; thi chuy&ecirc;n m&ocirc;n, nghiệp vụ chuy&ecirc;n ng&agrave;nh. Việc thi tin học văn ph&ograve;ng v&agrave; ngoại ngữ đối với người dự thi tuyển vi&ecirc;n chức thực hiện theo ti&ecirc;u chuẩn chức danh nghề nghiệp v&agrave; y&ecirc;u cầu của vị tr&iacute; việc l&agrave;m.<\/p>\n\nNếu x&eacute;t tuyển k&egrave;m phỏng vấn, x&eacute;t tuyển đặc c&aacute;ch k&egrave;m phỏng vấn.<\/p>\n\nGiai đoạn 29\/9\/2020 đến nay<\/p>\n\nThực hiện tuyển dụng theo Nghị định Số: 115\/2020\/NĐ-CP của Ch&iacute;nh phủ quy định về tuyển dụng, sử dụng v&agrave; quản l&yacute; vi&ecirc;n chức<\/p>\n\nTheo đ&oacute; điều kiện, ti&ecirc;u chuẩn tuyển dụng theo ti&ecirc;u chuẩn từng vị tr&iacute; việc l&agrave;m v&agrave; chức danh tuyển dụng do Ch&iacute;nh phủ quy định.<\/p>\n\nVề thi tuyển: V&ograve;ng 1: Kiến thức chung nội dung thi gồm 3 phần, thời gian thi như sau:<\/p>\n\nPhần I: Kiến thức chung, 60 c&acirc;u hỏi hiểu biết về ph&aacute;p luật vi&ecirc;n chức, chủ trương, đường lối của Đảng, ch&iacute;nh s&aacute;ch, ph&aacute;p luật về ng&agrave;nh, lĩnh vực tuyển dụng. Thời gian thi 60 ph&uacute;t;<\/p>\n\nPhần II: Ngoại ngữ, 30 c&acirc;u hỏi theo y&ecirc;u cầu của vị tr&iacute; việc l&agrave;m về một trong năm thứ tiếng Anh, Nga, Ph&aacute;p, Đức, Trung Quốc hoặc ngoại ngữ kh&aacute;c do người đứng đầu cơ quan, đơn vị c&oacute; thẩm quyền tuyển dụng quyết định. Thời gian thi 30 ph&uacute;t;<\/p>\n\nPhần III: Tin học, 30 c&acirc;u hỏi theo y&ecirc;u cầu của vị tr&iacute; việc l&agrave;m.
